front page

I have office 2000 professional installed on my
windows xp, when I do a search for the file of frontpage, it comes up, but my version 3.0 bin file is empty. My computer says I need to download Internet information server 4.0 but I am unable to locate what I need on Windows Help. How do i get frontpage started on my computer?
