FTP time out error between two Windows 2000 PCs(2 NICs and 2 IP addresses)

Unable to FTP(from bash window) from one Windows 2000 Cygwin PC with two NIC cards(local and wide area)/2 IP addresses to another Windows 2000 Cygwin PC (with two NIC cards(local and wide area)/2 IP addresses). The FTP command returns a time out error.
