global address list access

We have a pc set up to be internet only. It’s using xp and office 2000. We run exchange 5.5 sp4. Most are set up as corporate workgroup. We had to change his so that he could have a copy of the email on his machine and on the server – never could get the synchronization to work for offline files. This is working ok, except now he doesn’t have access to the global address list. What’s the best way? I tried directory export and can see entries in the .csv file, but when I import it, all I get are blank entries. I checked and all the mappings look ok. Help!
