Handwriting Recognition in Word 2003

Today’s MS Office Suite newletter gave instructions for handwriting recognition using Word 2002. These instructions don’t quite work for Word 2003, especially for making the Language bar visible. Can someone expand on these instructions so I can use this feature in Word 2003?
