Help with Intermec ck3a1 Programming

Hey guys, so ive made up the application in VB 2008 for intermec ck3a1 scanner. The code works perfectly fine in the windows professional emulator, but when i load it onto the scanner it says this is not an application for VB CE.

I made a cab file with all the dependencies correctly located, and made a setup file containing all the project folders to make sure I was not missing anything.

I cant figure out whats wrong and why it wont all the sudden work on the scanner now. Could someone give me a step by step instruction on how to create the installer and then load it to the phone? Maybe im missing something
