Hotmail – logging in from MSN.com

I have a user that is using a DELL Dimension with Windows XP home edition and Internet Explorer 6.0 and he cannot login to Hotmail successfully from the Hotmail tab on the MSN home page. He receives a message that says “cookies must be enabled to use .Net Passport”. We have enabled cookies and checked advanced settings to allow all cookies. However, when he goes directly to www.hotmail.com he can login successfully and switch back and forth to MSN.com. He would like to use MSN.com as a home page and click on the Hotmail tab to log into Hotmail.
