How come URL’s are suddenly dead?

I have MSOffice 2000 SR-1, IE 6.0.2800.1106, SP1 Q324929 with Windows ME O/S

I have an ADSL internet connection thru a USB modem.

For some time now, all URL’s in email’s I receive and links to websites within other apps open IE, but it hangs and doesn’t try to load the URL. I’ve checked all of Outlook’s settings, and IE’s security settings, but to no avail. If anyone can think of something to check, I’d be greatful.
