how do I fix sharing problem

I’m running a program called Jonas on a windows 98-se O/S.
Jonas is Dos based program used by some Golf and country clubs to track members activities,why
recently I’v been getting errors that we have excceded user limit even when only one personis connected. I’ve had to go to the drive that Jonas resides on remove the share and re-share the drive but when I do that I get an error telling me that there are users still connected and that there are files still open even when all users are loged off can you please help me.
