How do I get rid of “vthrottle”?

Hi!
I have been having weird problems with my email.
(I have Windows 2000 & Outlook & Office 2000)
When I first open up Outlook in the morning, everything is fine. I can send & receive email messages no problem.
However, after about an hour or so, I am not able to send messages, but I can receive, and I can use the internet. I get the error code 0x800ccc79. All the email account setting are right, I have checked them zillions of times, all the Zone Alarm & Anti Virus programmes are running just fine, and are set up properly.
So the weird thing is that it works sometimes, and sometimes it doesnt!
Now, I have done some research online, and there seems to be something called vthrottle (see below)

which seems to do what is happening to my emails. I didnt put it there, so I can only conclude that a virus put it there. I have done various virus checks, and got rid of all the spyware etc, but I cannot get rid of this vthrottle thing. Does anyone know how I can get rid of this??????????? HEEEEEEEEELLLLLPPPPPPP!!!!!!
