How do U install Disk Cache Adj.

I have in the past considered myself pretty good with computers/software etc. Untill I discovered “Disk Cache Adj.” I followed the install instructions and I can’t seem to get this one figured. I appreciate anybodys time to explain this one to me. Thank you.
