How to become an Ethical Hacker

What kind of education do you think would be most appropriate to become an Ethical Hacker (someone hired to legally test a system’s security)? Would it be experience itself? Would it be a Masters Degree in Network Security? Would it be a Security+, a CISSP, or a CEH certification? Would it be a combination of each, and if so, in what sequence?
