How to develop for SQL Server?

I have been wondering about this and haven’t
found a straight answer. If my isp offers SQL
Server, how do I develop databases for it? Do I
have to purchase a copy of SQL Server to
develop my databases or is there a developer
edition of SQLServer I can use to develop and
upload the databases?
