how to know the device which is conflicting with ur ip adress

its not as dhcp sever conflicts its just static ips on my network and some clients may just put the same ip to disturb you for 98 and 2000 microsoft windows the ip conflicting message gives u the mac of th pc which conflicts with u but on xp windows its onyl a message so is there any programme or anyway to know which pc makes that conflict with mine ?
