How to suppress or redirect NDRs?

How to set up Exchange 5.5 (SP4) so that a recipient, who is not allowed to send outbound SMTP-mail (by IMC Properties->Delivery Restrictions), would not receive the NDR message caused by the restriction mentioned?

The solution which comprises adding the second server with the stopped IMS is not applicable for our case.
