Hp 5550 Laser Jet only prints with admin rights

V have a network printer here in my office, its a hp5550 laster jet. Offlately we have seen that this printer only prints with admin rights. We have tried printing on this using normal users / power user which never helped. Can you please help me with this. We are using windows xp pro as the operating system. Is it a network issue, vlan or printer issue.
