HR software

The HR manager has expressed that she would like us to consider a new application. She had chosen People Manager, by Knowledge Point, (without demo’ing/researching it first, nor was the IT department involved int he process) several years ago and has recently complained that it is very “complicated” to use. Are there any open source applications similar to People Manager? (And if not, can anyone recommend a decent product currently on the market that doesn’t cost an arm and a leg?)
