HTML corruption

My client’s computer is unable to print from web pages or Outlook or Outlook Express. Push buttons on web pages appear as underlined hyperlinks instead of buttons. Drop down fields such as the ones on Microsoft’s knowledge base page come up blank. The common thread here is HTML, however, I have as yet been unable to change existing settings in such a way that will repair the problem.
