I Locked folders and I cant open them!

hey
I installed the Folder Access v.2.0
I locked some folders and I had to format the hard disk and I installed a new Xp windows
after that i tried to open the folder but it had a connection to the control panel so everytime i click on it the control panel appear..
I tried to reinstall the program and add the locked folders to it but the program said that “the folders already locked”
