IE 6/ Outlook Express6 – icfgnt.dll

When I start my computer (W2Kpro) or IE6 or Outlook Express6 (but not Outlook 2000) I now get this error, “cannot find internet configuration library icfgnt.dll”

Microsoft suggests extracting from the icw.cab.
But I do not have the XP CD becauseI updated IE and Outlook Express from the Microsoft update website.

Cannot reload IE6 because it thinks it is already loaded. Any way to just repair?

The only other choice I have found is a registry hack from the knowledge base to allow a reload.
