IE 6.0 History options are grayed out?

I am running windows2000 and IE 6.0 on a corperate network. However, there are many settings in the IE that are grayed out and I can’t seem to change. For instance I can’t change the history settings, I can’t change the toolbars, etc…..what is causing this? and is there a way to access these functions?
