IE always start in offline mode

Internet explorer will start in the offline mode even when offline is not check, I have the check the registry globaluserofline entry and made sure that is set to 0, and every time I restart the computer and start IE 6.0 it will start in offline mode.
After retry to connect two or more times, it will work until computer is rebot or started again.
I have found up to now that the only way to eliminate the problem is by re-installing IE.
