IE Content Advisor wont disable

The content advisor on several machines has been set by the administrator. However, the settings do not allow ANY browsing and will not accept any modification. I have attempted to disable the content advisor with the administrator password, but it resets to ON when IE is closed and reopened. How can I eliminate the Content Advisor completely?
