IE6 Cannot access Tools:Internet Options

I have a strange problem that appeared out of nowhere. I am logged in as admin and when I open my browser IE6.0.2800 and try and go to tools and then Internet options a red X comes up with a Restrictions dialog box with the following: This operation has been cancelled due to restrictions in effect on this computer. Please contact your system admin. Any idea? Thanks beforehand.
