Image preview and slideshows in 98

I have a client who would like to view his image files as thumbnails in 98. He would also like he slideshow and image preview option in his folders. I know Win ME onwards can have this enabled in the customize folders option but what about 98.
Would I have to install a later OS or could I edit the folder in HTML to enable this? Failing this is there a small program that is available to do the same thing?
