Inbox repair tool is not responidng

We are running exchange server5.5 and client side with outlook 98/2000/2002(XP)
Normally we save all Personnel folders and personnel address book on local PC’s. Most of them are remote users.
The real problem is on one of the laptop:
Outlook is not responidng. I hit cTL+ALT+del key i found out that personnel folder is not responding. I found in microsoft web how to repair PST folder. I followed the procedure. When it try to repair i found out that inbox repair tool is not responding. I closed all the applications. I copied pst folder on different PC, Still the same problem.
How can i make it work. Do i miss some thing.
PLease help me out.
