Inserting a JPG in MS Publisher 2000

In MS Publisher 2000, I created and saved a brochure, which is 32k. When I insert a 257k JPG file into the brochure and save the same file, the size increases to over 19MB!!!!! Something in the exchange increases the publisher file to an unacceptable size. Try it!

I have access to MS Photo Editor, Adobe Acrobat & Quark Express to save JPG into different formats. Best I could do was change JPG to a GIF and drop it into publisher and save as a 6.5 MB publisher file. This is still too big.
Can anyone give me suggestions on ways to insert this picture and get the publisher file to a manageable size?
