insufficient memory resources

I have a PC with WinME and Office 2000. When I try to use Excel, it locks up with no error or it says, “insufficient Memory resources”. I have uninstalled Office 2000, reinstalled Office 2000,
reinstalled WinME over existing install and it is the same thing. Everything else seems to work.
I also used the repair tool and same results.
Any ideas
