Internet email

I’ve just configured the POP3 protocol on Exchange 5.5 – after completing the configuration in Outlook Express, I get the following error when clicking on ‘send & receive’:

The connection to the server has failed. Account: ‘195.157.138.252’, Server: ‘195.157.138.252’, Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Does anyone know why this isn’t working?
