IP Issues

Anyone seen this one before? I am working on a computer with conflicting IP addresses. The ISP tells me its one thing, but when I do an “ipconfig /all” I get something completely different. We are trying to set a static IP for remote access and are absolutely dumbfounded. Can anyone help????
