is this a microsoft windows ploy?

Every time i startup my machine, add/remove programmes opens automatically. It keeps opening on the page where i set program access and defaults. I use the custom option as i often use non microsoft versions of programmes. is this why it keeps opening up? Is it trying to get me to change my mind? how to i stop it opening up automatically as it is slowing my computer down! and it only started a week or two ago for no reason i can see. Thanks.
