JPG Attachments

Using Netscape Communicator 4.7
When I attach a JPG file to an e-mail, it is sent as an opened picture at the end of the text rather than a clickable box. All other extensions (.doc, .txt, .xls, etc.)are sent in the box. How do I resolve this problem?
