Limited vs Admin

Can someone explain the difference between Limited vs Admin rights in the user settings of Windows XP – I know the basics, but for some reason, a pc i just set up won’t update limited accounts when i make changes logged as administrator. i’m now a little confused as to how many rights limited users have and administrative users have as far as adding printers, formating programs, adding/removing software, programs, ect?
