limits on incoming and outgoing mail

Need to confirm setting on Exchange 5.5 sp4. I need to set the size on incoming and outgoing mail. Is this done on the MTA properties page? Message size ??? Maximum K???? Will this setting only take effect after I apply the size??? Or will it effectcurrent mail in the users inbox.
