load balancing w/ multiple ip’s

Does anyone know of a way to load balance a high speed (4mb down/2mb up) cable modem connection with 14 public ip addresses?
Situation is an ftp server running, web server, multiple users. The problem is the first one that gets accessed uses all (or has priority) over the others.
