Loading Access97 with Office 2000?

Why can’t I load access 97 on a workstation with office 2000 standard in a Win 2k OS? I have created an OFF97 directory and installed Access 97 SP2, but I still cannot create new MDB databases. Any Ideas? An error message says
“Error loading DLL” but does not say which one(s).
