Lock a custom form design?

I have spent numerous hours on revisions to a custom for I created. When all is said and done, the requestor has added redundant fields and information which gives it a cluttered and unprofessional look. Is it possible to lock down the design of the form while still allowing users to imput data in the expected fields?
