Manual Uninstall

What must I do to uninstall a program stating “Error ….You must uninstall this manually by using the explorer.” You see, I uninstalled the webshot program not connected to the internet. It seems the program was “uninstalled” but the folder is still existing. So, what do I have to do to completely remove it?
