Maori Keyboard Definition

One of the users has downloaded this Maori Keyboard definition tool on to her computer but it doesnt seem to be working. So I tried it on another computer and its working. I follow all instructions which were the following.

For Windows 2000 Users:
Click the Download link to start the download.
Do one of the following:
To start the installation immediately, click Open or Run this program from its current location.
To copy the download to your computer for installation at a later time, click Save or Save this program to disk.
In the Control Panel, open Regional Options.
On the Input Locales click English (New Zealand) – Maori.
click On Set as Default.
Click OK
Now i checked the settings on the computer that is having the problem and they are all correct.

Does anyone have any suggestions as to what could be wrong?
