Meeting request status/tracking

Using Exchange Server and Outlook 2003

When a user accepts or declines a meeting request, the meeting organizer does not receive “Accept” or “Decline” responses. And the information displayed in the Tracking tab does not update to show the attendees status.

Looking for others who are familiar with this problem and how to address it.
