Microsoft Office 2003 International Character Toolbar

I want non Admin folks to be able to use the Microsoft Office 2003 International Character Toolbar but they cant install it and if I the Admin istalls it it only works for the user I used to install it no one else. How do I rectify this so any one who sits down can log in and use this great tool? basically I want to install it once and have any one use the funtion in word. Any Ideas?
