Missing PROGRAM.exe file

I am running windows 98 and Outlook Express mail. I can’t click on any links in e-mail due to message: Windows cannot find PROGRAM.exe This program is needed for opening files of type URL:Hyper Text Transfer Protocol. Is there a way to obtain orfix this problem?
