Monitor / Duplicate Exchange User’s mail

I am needing to setup some way to be able to monitor an exchange user’s email messages, without them being aware of it. We suspect that we have some violations of company email policy, and want to be able to have every message that a user (or users) receive to be copied, or blindly forwarded to another specified account without the original user being aware that this is happening.
