MS Word not seeing the OL address book

XP and 2000 users, only three of them out of 47 can not use send to in Office programs. They can use Outlook to send what ever they need, but the OL address book is not found in other Office programs. I have been through the MS knowledge base for hours and tried all, with no effect. I removed profiles and reinstalled, removed Office and reinstalled. Let the user use my computer, I have admin. rights, I added them to my outlook. I used a working users profile and set all the outlook settings to the non working user. What next?
