New mail doesn’t appear

I have two users that the inbox shows new mail in the folders list(number in (2)) but they don’t show up in the inbox itself. We have web access to the server and they show up there but not in outlook on the desktop. I have removed all filtering and check to make sure the view setting was set to messages and not last seven days etc. We are using Outlook 2000 on XP machines.
