News distribution system

I am searching for a news program that can segment people into different groups based on their job position or physical location. It needs to run on some form of the window, preferable windows XP or server 2003. Also I am looking for a delivery system that is the least invasive to the user while still keeping them informed. I am looking for a program that is as packaged as possible. I can customize it to an extent but a packaged program would be preferred.
