no dial tone

I just installed Win/98 2nd edition on a Sony
700 series laptop.

When i try useing the modem i’m getting the msg.

“the selected line or address is in use by
another prgm. or device..”

I am not useing windows call mgr. and the ifrared
isdisabled.
