No toolbars in Word 2000

Running Office 2000 on XPpro machine. User opens WORD to no toolbars available. Only certain keyboard commands work also. Working commands include Ctrl/P but not Alt/F or Alt/T (this command allows the Tools menu to open. If another user logs into same machine, all toolbars appear in WORD. If first user logs into different machine, all toolbars appear in WORD. How can this happen and how do you fix?
