Norton Utilities & RAM capacity

Can the Norton Utility Disk Doctor really detect problems on the harddisk? You see, whenever I use it, it tells me that my harddisk is okey. But still I’m having some problems running both the Internet and Windows application.

I have my disk reformatted. I reinstalled the same applications and this time I am wondering why it has already consumed 85% of my RAM. What could be the cause?
