not deletable signature in outlook

Hello guys,

Is there a way to create a signature in outlook 2000 & 2003 that the users cannot delete?

I mean to have:

I do not want the users to be able to delete any of these details just to add there name.
A fixed template so they cannot delete it.
Apart from 3rd party software, any ideas on how to do that?
If there is a 3rd party software i need it to be freeware.
