Notes 5.0.11 won’t forward, “cannot exec

Hi,
My user came to me with this one:
On a certain message, selecting Forward gives the Lotus Notes error: Notes cannot execute the command specified. Other Notes messages forward fine with this user. The user is happy to work around this but would somebody educate me here as to what is going on? the message is from china (relevant??).
